Rules
Rules supplement for Villains & Vigilantes
These are just recommendations, and some ideas that have helped us in the
past. Obviously, one of the fun things about V&V is the flexibility.
We consider these to be reasonably well-balanced.
Double Dose: If a player rolls (or selects) a Power twice, the
character gains the normal benefits of the Power and can choose one bonues
benefit from the following list:

Double damage,
-
Double range,
-
Double duration,
-
Half normal PR (round down),
-
+4 "to hit" with the Power,
-
Target makes saves against the Power at -4 (d20) or -20% (d%) as appropriate.
Triple Dose: If the player rolls (or selects) a Power three
times, the player can choose three separate items from the table above, OR
one item from the table above, and one item from the table below:

An attack Power ignores any Invulnerability or Armor the target has.
If the target has neither, then the attack does +5 points of damage.
Targets with a Structural Rating are damaged as if the attack was a
Disintegration Ray.

Quadruple range,

Quadruple duration,

One third normal PR (round down),

Target automatically fails any saving throw normally permitted when the Power
first takes effect. Any saving throws permitted after that are at -4
(d20) or -20% (d%) as appropriate,

Target makes saves against the Power at -8 (d20) or -40% (d%) as appropriate.
