Lomax Kijarat, Leader of the New Conquerors

Background: Norman Streeter had an unhappy childhood.  In his neighborhood, there was plenty of revenge, but never any justice.  Before he began high school, he had become obsessed with the fact that "justice" is not only blind, but it's deaf and dumb, too.  In 1984, Norman Streeter was a normal scientist and engineer with a strong sense of justice and honor. When he discovered that the weapons engineering firm he was working for was stealing his ideas, he decided to steal a prototype blaster and battle armor. He hid out in Europe, and with some modifications to the designs, he then set himself up as a bounty hunter, and used the name Lomax.  After working in Europe for six months, he decided to return to the United States.  His last assignment was in Kijarat, Hungary, and as a "souvenir" of his career launching efforts in Europe, he added the name of the town to his own name.

Over the course of the next decade, Kijarat successfully lead the New Conquerors on a number of operations and through a number of rosters.  Their greatest opponents - those who defeated them the most often - were the Challengers. The Challengers were a public superteam operating out of New York City, and the conflicts were never ending and frequent.  The NC's most deadly foes have always been Eurostar.  After several bloody conflicts, the NC and Eurostar have reached an uneasy truce.

Personality/Motivation: Kijarat has a deep obsession with justice and a minor obsession with freedom of the individual. He does live by his own code of ethics, but it is also tempered by the recognition that different societies will interpret justice differently. He is always dark and brooding.

His best friends in the world are the other New Conquerors. He would die for them, and anyone who harms them should fear his wrath.

Powers/Tactics: Kijarat uses a wide variety of equipment, but his standards include his battle armor and battle rifle, both of which have evolved over the years.

His current battle armor, which he has named the Defiance Defensive Support System 7A (DDSS7A), consists of an armored cybernetic undersuit molecularly welded to a top layer of hardened armor plates, pockets, pouches, and sensor gear. The battle armor is a miniature space suit, and includes waste recycling and life support functions, enabling him to survive up to a day in most hostile environments. The armor's sensor gear includes IR and UV optics, mounted in a special micro-panel and filter array which simulates 360 degree sense of sight, including "up" and "down". His armor also has a wrist mounted launcher for his three-inch long micro-rockets, which can mount the standard three clips. He also carries a separate, pistol-type micro-rocket launcher concealed in his armor.

His current battle rifle, which he has named the "Vatican Mark I", uses a combination of top-mounted laser and under-mounted micro-rocket launcher. The laser's energy cell stores enough energy for 32 shots(1). A shot from the laser is either a concussive photon beam, or a penetrating tight beam laser. Both settings generate a beam which lasts up to one full second. This long beam duration means it can cause substantial damage to the target, or that Kijarat can "spread" it over several targets (Autofire). The under-mounted micro-rocket launcher can mount three clips of micro-rockets. Kijarat uses three types of rockets: the "AP Explosive Shell", the "Hot Smoke" rocket, and the "Taser Shock" rocket.

The most advanced of these micro-rockets is the "AP Explosive Shell" rocket which mounts a tiny laser in the molecule thin tip, and a secondary explosive charge in the tail. When the rocket hits a target, first the kinetic energy is used to instantly laze a genium-arsenic crystal which burns through armor and defenses, second a tiny explosive in the tail is detonated to drive the rocket forward even as the laser burns, and finally, once the rocket is buried in the target, the primary explosive detonates. The result is that poorly armored targets become hamburger and even hardened targets are breached and damaged.

Kijarat is also a trained hand-to-hand combatant and has a high degree of mental fortitude from his years of training with the New Conquerors.

Kijarat has over a decade of experience in his profession. He has battled almost every powerful supervillain or superhero at one time or another, and normals don't even get him excited. He is tired of fighting, and will often prefer to talk his way through a situation. If he gets in trouble over his head, the constant Mind Link he shares with all the New Conquerors (see Ego Prime) lets him call in reinforcements within seconds.

If he has to fight, he will immediately seek cover and try to put some distance between himself and his foes. He will use smoke to blind and confuse his opponents (using his UV optics to see through it), and will always use the most expedient means to stop his foe. (Note that it is not always necessary to kill or knock out a foe to stop that foe; often a well-aimed shot to the foe's leg will "stop" that foe).

Appearance: Kijarat, though in his early 40's, is 6'3" and 215 lbs of solid muscle. He has a very lean and hungry look, and a lithe and graceful motion. He has receding brown hair cut in short military style, and dark, brooding brown eyes. His battle armor and battle rifle, which both use advanced technology and are maintained in perfect working order, are both designed to appear well-used, but not shabby. He has found that this appearance earns the respect of true veterans and leads the foolish and inexperienced to underestimate him.

Campaign Use: Kijarat is the leader of the New Conquerors. He is also a very skilled bounty hunter and mercenary. If the Player Characters ever have a bounty on their heads, Kijarat might investigate them, and if they have committed crimes against humanity, he may try to collect them. Alternatively, if the PCs go after wanted criminals, then they may find themselves on the same side as Kijarat. At one time Kijarat was primarily interested in money, but now he wants justice. If the PCs ideals of justice match Kijarat's then they may have a powerful ally.

(1) This requires some latitude of the part of the GM. The concept of the weapon is that it has 32 shots per clip. (Basically, the Multipower has 32 charges). However, I did not design the character that way for two reasons: 1) it would have increased the character's cost, and 2) I'm unclear about applying global Advantages to multipowers in the 4th ed. rules, and what the official rules on using charges with multipowers is (q.v. the character Bullet in Classic Enemies).  Strict adherence to game mechanics means that Kijarat's "Vatican I" battle rifle has two separate energy attacks (the EB and the RKA), each of which have separate 16 shot clips.
